The United Labor Agency's (ULA) funding is being cut by the United Way of Central & Northeastern Connecticut.

ULA is the organization to which A&R members donate toys and food at our annual Holiday Party which benefits A&R members who require such assistance.  A&R has built a strong relationship with the ULA and is proud of its efforts to support working families.

The ULA runs a food Backpack Program for needy children and their families. The backpack program is funded by donations and is operated by collaboration of the CT AFL-CIO, other union partners, schools, community service organiation

A&R has been told to expect 8 layoffs from its membership at CTDOL.  A&R has not been provided the identity of the individuals nor the targeted titles.  There is no indication that positions will be cut at any other agency.  Until the targeted classes at CTDOL are identified, we are unable to determine the impact our statewide lateral displacement rights may have on employees at other agencies, if any.  Any employee directly impacted should immediately call the A&R Office at 860 953 1316.

Are you interested in working at a different State Agency?  Our contract provides that members of two different agencies in the same job classification have the ability to swap postions between the agencies.  Both agencies must agree for the swap to proceeed, as must each of the employees.   Swaps are permanent.  If you are interested in swapping to another agency, please complete the SWAP FORM.  Submitting the information will not initiate the swap.  We are gathering the information so that we can identify compatible employees and faciltate swaps.

DAS released General Letter #204 revised - Dual Employment May 12th, 2014.  General Letter #204 effectively limited or prevented most A&R employees from obtaining dual employment with the state.  The General Letter was in response to a change in interpretation by United States Department of Labor of the Fair Labor Standards Act (FLSA).  After many discussions at both the State and Federal levels, DAS has revisited its approach to General Letter #204.  As a result, DAS has committed to work with employees and the employing agencies to review requests for dual employment when the employee is

A settlement of the lawsuit with the Connecticut Attorney General has been reached and subsequently approved by the General Assembly.  The Court presiding over the case has also preliminarily approved the settlement and has scheduled a hearing to consider whether to give final approval for the settlement.  That hearing will take place at 1 pm, October 1, 2015 at the federal courthouse in Hartford:

In accordance with Article 24 of the A&R contract, a 3% general wage increase for all A&R members became effective July 1, 2015.  The increase will be reflected in the July 23rd paycheck.  Annual increments and lump sum payments (Top Step Bonuses) will be recieved on time, which is late December, 2015 for most members.

In accordance with the SEBAC 2011 agreement, contributions to the Retiree Health Care Trust Fund made its final increase of 1%, going from 2% to 3%.  Employees who began paying into the fund in 2013 will continue to contribute the full 3% through June 30, 2023 (or retirement).
