Supplemental Bonding Leave Revised

The DAS Family and Medical Leave Entitlements manual will soon be re-issued with a change to the formula for calculating Reduced Schedule Leave for Bonding (which is Chapter 17 of the manual).  The revised calculation corrects an error in the formula and impacts Steps 3 & 4 of the formula which will now factor in the days NOT worked rather than the days worked.  Anyone who is utilizing a reduced schedule for bonding leave should review the revised calculation as it may impact the benefit that was granted.  The revised formula for steps 3 & 4 are below:

3rd- Determine what percentage of the work week the employee will not be working. We must rely on the percentage of time the employee is on leave each week because time spent working cannot be counted against the SEBAC Supplemental entitlement.

Example: the employee wants to work only 2 days/week and use leave for the remaining 3 days /week, i.e., 60% {3 ÷ 5 = .6}

4th - Divide the number of work weeks in the 4 calendar months by the percentage of the work week the employee will be using the leave

Example: 17.6 ÷ 60% (17.6 ÷.6) = 29.3 {3/10 of a week equals 1.5 days}

Thank you to A&R Assistant Chief Steward Caitlin Anderson for bringing this issue forward.
