BASIC PLAN - ONLY...Open Enrollment EXTENDED Until October 31, 2025

If you are on the Basic dental plan with the State of Connecticut you might have recently received a letter from the Office of the State Comptroller. Your Cigna dental coverage has been updated - in-network benefits have been enhanced to help you save more, but out-of-network costs may now be higher. Because these changes were not made clear enough to Basic plan participants by Cigna prior to the close of open enrollment, we requested and the Comptroller has now determined that Basic plan participants Members have until October

A&R continues to operate under an extension agreement while we negotiate our new contract.  The A&R Negotiations team has been at the negotiating table with the State since November of 2024 so this has been quite an extensive amount of time.  Through most of this time, we have not had what we consider to be a serious wage offer; meaning, we have received wage offers from the State but those wage offers didn't come close to reflecting the current economic times.  Since the wage offers were well below our threshold for acceptance, the A&R team summarily rejected them without much

Service Ratings are due no later than Tuesday September 30. 

The Rating Categories have not changed (Quality,Quantity, Dependability, Ability to Deal w/Others, & Supervisory) . 
The Evaluation Scoring has not changed (Excellent, Superior, Satisfactory, Fair, & Unsatisfactory).

However, the Annual Rating now comes in 2 parts: the actual "Rating Form" (PER-127) and then a separate "Comments Form" (PER-127A).

The two forms work like this: the Rating Form PER-127 must be signed after receipt and discussion with your supervisor/manager and will go into your personnel file...you must sign it, it doesn't

A&R stewards protect rights secured under our contract. They are generally the first point of contact in grievance filing. Stewards also welcome all new bargaining unit employees and assist them in signing up as A&R members.

A&R has experienced an increase in membership over the last several years and we are always seeking the next generation of union stewards. A&R welcomes agencies to authorize their employees to travel to and to attend conferences as part of agency travel. Such agency travel must always include the full benefits, payments, reimbursements, and travel time provided for in the A&R contract and paid for by the agency. These business-related travel costs include, but are not limited to, registration fees, lodging, flights, taxis, parking, etc. 

Regardless of their intent, agencies are not free to water down any such negotiated rights by reaching any form of understanding between such agencies and unionized employees of such agencies. For
