A&R Employees Union (Administrative and Residual) is a labor union of professional employees for the State of Connecticut. A&R is the exclusive bargaining agent for P-5 employees and is affiliated with AFT (American Federation of Teachers [Public Employees Division]) and AFT-CT as Local 4200. A&R is also affiliated with the AFL-CIO and a member of a smaller coalition called CT Professional Employees Federation (CPEF) which includes the State Vocational Federation of Teachers (SVFT ) and Judicial Professional Employees (JPE).
There are roughly 3,000 A&R members employed by the State of CT in over 250 job titles with the majority of A&R employees serving fiscal, accounting, or legal functions. A&R became independent from CSEA and negotiated its first contract under AFT in 1981. A&R has retained Attorney Barry Scheinberg as legal counsel since our inception. Atty Scheinberg has represented CSEA & AFT locals continuously since 1972 and he has negotiated every A&R contract. In 1998, A&R added Attorney Denise Bevza as counsel alongside Atty Scheinberg and then added Marshall Segar in 2017.
A&R has its office located at 805 Brook St, Rocky Hill, CT having moved from North Mountain Rd, Newington, CT in 2011.
