Furlough Day Clarifications

Any P-5 employee may substitute any and all designated furlough days with any other day or days to be served not later than June 30, 2018. Individual requests shall be granted or denied subject to agency operational needs.

We have confirmed with OLR that the above agreed to language has been dissmenitated to the HR departments of the various agencies.

There have been some implementation issues relating to the furlough days for various unions so an agreement and new guidance was released to HR directors relating to retirees.  Essentially the furlough days will be charged proportionally to employees who retire or leave state service during the Fiscal Year (FY18). 

Any employee who works for the first 4 months of the Fiscal Year will be charged 1 furlough day and therefore should take 1 furlough day before leaving state service (retirees as of 8/1, 9/1, 10/1 or 11/1 will owe one furlough day)

Employees who work for 8 months = 2 furlough days and therefore should take 2 furlough days before leaving state service (retirees as of 12/1, 1/1, 2/1, 3/1 will owe 2 furlough days).

Employees who work more than 8 months = 3 furlough days and therefore should take 3 furlough day before leaving state service (retirees as of 4/1, 5/1, 6/1, 7/1 will owe 3 furlough days).

Because this would require creating "floating" furloughs for A&R members who retire or leave state service, we sought to apply "floating" furloughs for all A&R employees.  So...all A&R employees can take the 3 scheduled furlough days of 11/24, 12/26, and 12/27 or select alternate dates.  Although this has not yet been finalized and HR directors have not been notified, the tentative, verbally accepted language reads as follows:

Keep in mind that anyone who takes all 3 furlough days will be charged for all 3 days regardless of when they leave State service.  Anyone who retired recently who was improperly charged for 3 furlough days will have their pay corrected.  This change/agreement will result in the resolution and withdrawal of our grievance.
