Layoffs At CT Dept of Labor

A&R has been told to expect 8 layoffs from its membership at CTDOL.  A&R has not been provided the identity of the individuals nor the targeted titles.  There is no indication that positions will be cut at any other agency.  Until the targeted classes at CTDOL are identified, we are unable to determine the impact our statewide lateral displacement rights may have on employees at other agencies, if any.  Any employee directly impacted should immediately call the A&R Office at 860 953 1316.

A&R has met with the CTDOL executive team along with the heads of the state's Office of Labor Relations (OLR). The CT Department of Labor has been experiencing reductions in federal funding over the past several years.  This is a typical expectation at CTDOL; rising unemployment results in increased federal funding while lowering unemployment results in decreased federal funding.  As the unemployment rate has declined over time, so too has the federal funding, which has culminated in projections of multimillion dollar deficits in their near-term budgets. 

CTDOL is expecting to have federal funding reduced by $28 million for FY16 and a similar funding pattern for FY17.  CTDOL has decided to make a limited number of layoffs part of their plan to fix their financial situation.  The layoff total at CTDOL is expected to be 95 employees (60 from P-2, 25 from NP-3, 8 from A&R, 1 from P-4).  The expected separation date is October 1, 2015 but this has not been finalized as of yet.  A&R employees must receive 6 weeks notification prior to the layoff date which means that layoff notices may be sent within the next couple of weeks (mid-August).
