Contract Moving Towards Legislative Approval

HR12 & SR12 (our Contract/SEBAC Framework) is scheduled for a public hearing in the Appropriations Cmte on Friday April 24 at 9:30.

Our contract has officially been assigned legislative resolution numbers: HR12 in the House and SR12 in the Senate. Both resolutions are required to approve the agreement between the State and SEBAC, which includes our contract as part of the broader SEBAC framework covering multiple unions.

At this time, it appears these resolutions may not reach the Appropriations Committee until late next week or possibly the following week (April 24–28). Once they advance, we will need strong member engagement to help ensure final approval.

Members will be asked to contact their Representatives and Senators ahead of the floor votes to urge support for these resolutions. Please be on the lookout for an upcoming email from A&R with guidance and tools to assist in this outreach effort.

The A&R successor agreement which members passed in March is now in the hands of the Legislature for final approval!

Our contract is merged with all of the other union contracts under the SEBAC Framework Agreement.  The SEBAC Framework Agreement will now be assigned an House Resolution # and a Senate Resolution #.  

From here, the first stop on its legislative journey will be a public hearing (and vote) by the Appropriations Cmte.  The Approps Cmte is a joint committee of the General Assembly (meaning it is composed of both House and Senate members in one committee).  It is possible that the Appropriations Committee may take up the SEBAC Framework Agreement as early as this Thursday April 16th (of course the date is subject to change).

If the Framework/contracts pass in the Appropriations Cmte, then the Framework will move to a full House vote and a full Senate vote.  The House vote could happen as early as April 23, there is no indication when the Senate may schedule a vote just yet.

When this goes to a full vote in either chamber, we will need A&R members to contact their Reps and Senators, especially from Republican districts as there may be some political resistance from Republican legislators.  Let every legislator know that you expect them to vote in favor of your contract, your wages, and your working conditions...this is your livelihood that some politicians may be using to provoke resentment and smear; let them know this type of sour and miserable politics isn't acceptable to you or anyone in CT.
